Abstract

This study investigates the relationship between Organizational Citizenship Behavior (OCB) and Organizational Commitment (OC) among job order employees in the City Government of Kidapawan, Philippines, with implications for local governance and public sector human resource management. The study highlights the novelty of focusing on job order employees, a group often overlooked in public administration research, and their contribution to effective service delivery. OCB was examined across altruism, conscientiousness, sportsmanship, courtesy, and civic virtue, while OC was assessed through affective, continuance, and normative commitment. A correlational research design was employed with 160 job order employees selected through convenience sampling, reflecting the demographic profile of the local workforce. Data were analyzed using descriptive statistics and Spearman’s rho correlation at α = 0.01. Findings indicate that respondents are predominantly male, aged 41 and above, with more than five years of service. Both OCB and OC levels were rated very high, reflecting strong discretionary behaviors and organizational attachment despite their non-permanent status. A moderate positive correlation was found between OCB and OC (r = 0.574), suggesting that strengthening citizenship behaviors enhances employee commitment. These insights underscore the importance of reinforcing psychological contracts, performance-based recognition, and institutional support for non-permanent personnel. The study contributes to the discourse on SDG 16 (Peace, Justice, and Strong Institutions) by presenting OCB as a strategic mechanism for sustaining employee commitment, improving institutional performance, and promoting accountable governance in local government units, with implications for broader public administration contexts.
